Who is required to register and pay fees under the UCR system?
1. Operations requiring a USDOT # for "interstate" transportation.
2. Operations requiring an MC number from FMCSA (regulated authority) for broker authority.
3. Interstate brokers.
4. Interstate leasing companies.
5. Interstate freight forwarders.
This is a mandatory annual registration, and you could face fines or worse if you do not have it. States like to see this registration paid each November for the upcoming year.
The Unified Carrier Registration (UCR) is not a permit or cab card; it is a filing related to your DOT. When you go through the scales or get pulled over, authorities will run your DOT number and check for your Unified Carrier Registration (UCR).
A couple of states do not participate in the UCR, but if you are in those states, you are still required to register. Your base state would simply become a neighboring state.
The Unified Carrier Registration fees are based on the number of vehicles, so factor this into your drug and alcohol program and compliance needs.
Trucking companies are mandated to file quarterly IFTA (International Fuel Tax Agreement) fuel taxes, treating these obligations with the same importance as your regular taxes. Companies that fail to file their fuel taxes risk an audit and potential shutdown, especially if they require IFTA stickers. If you hold a trucking authority or have an active MC number, ensuring compliance with IFTA is crucial.
A Qualified Motor Vehicle encompasses those designed or maintained for transporting persons or property, specifically:
- Having two (2) axles with a gross vehicle weight or registered gross vehicle weight exceeding 26,000 lbs., or
- Having three (3) or more axles, regardless of weight, or
- Used in combination where the total weight exceeds 26,000 lbs. gross vehicle weight.

July through September: Due by October 31

If we need to reconstruct all trips using receipts and logbooks, the fee is $75 per month per truck. This is not recommended as it requires significant time and may lead to late submissions if deadlines are tight.
States are in need of revenue, leading to stricter enforcement of deadlines. Be particularly cautious with Kentucky; if you operated there and your KYU fuel taxes are late, you could face a bond of $2000 or more.

The above pricing includes Federal Registration. They offer a 1, 2, or 3-year certificate, with registration starting on July 1st and ending on June 30th. The Federal Government does not prorate their fees. If you have transported or plan to transport a placarded load, you must register.
